IPAF is an organisation that promotes the safe and effective use of powered access machines (MEWPs) worldwide, which includes all Cherry Pickers and Scissor Lifts. The PAL Card (Powered Access Licence) is recognised worldwide across industries as proof of platform operator training to the highest standard.
Dubai Municipality have recently published their Technical Guideline for Mobile Elevated Work Platforms (MEWP) (DM-PH&SD-GU67-MEWP) which now requires operators to be trained every 2 years and also states “those who use Mobile Elevating Work Platforms are required to be competent and trained to an internationally recognised standard (e.g. IPAF - ISO 18878:2013)
OSHAD Working at height guidance states...
“The training given shall be specific to the type of equipment the person is operating and shall be in accordance with internationally recognized training, such as The International Powered Access Federation – Powered Access License (PAL) or equivalent.”

This qualification is recognised in the construction industry for those operatives working at height on mobile access towers. It provides candidates with the necessary training to safely erect, use, inspect and dismantle Mobile Access Towers.
Dubai Municipality Health and Safety Department under Technical Guideline on Mobile Access Towers (GU74-MAT2) ensure and adhere that all personnel involved in Mobile Access Towers (use, assembly, dismantling and inspection) are competent and trained to an internationally or UAE recognized standard (e.g. PASMA or equivalent).
It is recommended that all responsible persons for work at height using Mobile Access Towers are trained by companies’ meeting the industry standard (e.g. PASMA towers for managers course or other equivalent international recognized training).
Abu Dhabi Occupational Safety and Health Center OSHAD states that those who assemble or dismantle mobile access towers must be competent and trained to an internationally recognized standard, such as Prefabricated Access Suppliers’ and Manufacturers’ Association (PASMA) or equivalent.
